The 2023 Mental Health, Chemical Dependency, and Therapeutic Court Tax Program (Treatment Sales Tax) Request for Proposals is now open. Click here to view details. Proposals will be accepted through 3 p.m. August 4, 2022.

Approximately $7 million will be awarded for projects or program services delivered between January 1 and December 31, 2023. Approved by ordinance in 2013, funding from a 1/10th of 1 percent sales and use tax is designated to be distributed annually to businesses, organizations and service providers administering mental health, substance abuse and therapeutic court projects, programs and services in Kitsap County.

All proposals must use Treatment Sales Tax funding solely for the purpose of providing for the operation or delivery of chemical dependency, mental health treatment or therapeutic court programs and services. Programs and services include, but are not limited to, treatment services, case management, transportation, and housing that are a component of a coordinated chemical dependency or mental health treatment program or service.

The 2023 Treatment Sales Tax funds will be allocated through two separate Requests for Proposals:

  • New grant proposals should be submitted from organizations for projects which have not been funded during the 2022 grant cycle using the Treatment Sales Tax. Proposal deadline: 3 p.m. August 4, 2022.
  • Continuation grant proposals should be submitted by current grantees whose projects were funded during the 2022 grant cycle to request one additional budget period of funding for a project period that would otherwise expire. Proposal deadline: 3 p.m. August 3, 2022.

All new grant and continuation grant applicants must attend a mandatory grant proposer conference and submit a letter of intent online to be eligible to apply for 2023 Treatment Sales Tax funding:

  • Letters of intent for both new and continuation grant proposals are due at 3 p.m. June 30, 2022. Details on letter of intent requirements will be made available at the mandatory conferences listed above.
  • After registering for a conference, you will receive a confirmation email containing information to join the webinar.
